Before Design Begins: A Guide for Connecticut Homeowners Planning Additions and Major Renovations

Most homeowners expect an architect to begin by sketching. Sometimes that is the case. On many Connecticut properties, however, the most useful first step is a focused feasibility study. It answers a more basic question: is this the right project for this house, this site, and this budget?
An addition can look straightforward from the driveway and become complicated once the records are assembled. A side setback may cut through the obvious location. The septic reserve area may occupy the best part of the yard. Wetlands or flood requirements may affect the approval path. On a sloping property, the difference between the upper and lower grades can change how a new structure meets the ground.
These conditions are not interruptions to design. They are part of the design problem. When we understand them early, we can develop a project that belongs on the property and avoid spending time on an idea that cannot be permitted or built within the owner's limits.
Does a Connecticut Home Addition or Renovation Fit the Property?
A useful feasibility phase should answer four questions before the design becomes detailed. The answers may still include uncertainty, but the important unknowns should be visible and assigned to a next step.
Is it allowed?
What we are testing: Use, setbacks, coverage, height, stories, and likely approvals.
A useful answer: A preliminary zoning path and any issue requiring written municipal confirmation.
Does it fit the property?
What we are testing: Boundaries, grades, septic and well locations, wetlands, access, and drainage.
A useful answer: A credible area where the project can sit and a list of site information still required.
Can the existing house support it?
What we are testing: Structure, circulation, utilities, envelope, and likely points of connection.
A useful answer: A practical connection strategy and known areas requiring further investigation.
Does it fit the budget?
What we are testing: Program, square footage, complexity, site work, consultant needs, and contingency.
A useful answer: A scope that can be tested with a contractor before design proceeds too far.
Start With the Records You Already Have
The first pass does not always require a new survey or a full measured drawing set. It does require enough reliable information to separate facts from assumptions. I usually ask homeowners to gather whatever they already have before ordering new work.
A property survey, site plan, subdivision map, or closing plan
The deed, assessor record, and any available zoning information
Septic as-built drawings, soil test records, repair records, and recent service information
Well location information and any known easements
Earlier architectural or structural drawings
Clear photographs of the house, basement, attic, exterior, and proposed work area
A written description of the desired rooms, priorities, budget, and timing
Municipal GIS and assessor maps are useful for orientation, but they are not substitutes for a boundary and topographic survey. An older plan may support an initial conversation. A current survey may still be needed before an addition can be located accurately or submitted for approval.
Read Zoning Before Committing to a Shape
Connecticut zoning is administered locally, so the town and zoning district matter. The early review should identify the required yards or setbacks, building and lot coverage limits, permitted height and number of stories, and any rules that distinguish an attached addition from a detached accessory building. A new dwelling unit or accessory apartment introduces a separate set of use and dimensional questions.
Definitions deserve attention. Floor area, building height, lot coverage, front yard, and accessory structure do not always mean exactly what a homeowner expects. If the project depends on a variance, special permit, coastal review, or another discretionary approval, that affects the schedule and should be known before a full design fee is committed.
A preliminary conversation with a zoning official can be very helpful, but an informal conversation is not an approval. Important interpretations should eventually be supported by the required application, written determination, or formal review for that municipality.
Treat Septic and Well Constraints as Design Information
For a house served by a private septic system, the visible yard is not necessarily available building area. The existing tank and leaching system, the reserve area, the proposed bedroom count or use, the well, and required separation distances can all affect where an addition may go.
Connecticut regulates residential subsurface sewage disposal through the Public Health Code and the state's technical standards. Revised regulations and technical standards became effective September 1, 2026. For most residential projects, the local health department or health district is the practical first point of contact. The Connecticut Department of Public Health maintains the current standards and homeowner resources.
A recent pumping receipt tells us that the tank was serviced; it does not establish the system's design capacity or show that a code-compliant reserve area exists. When records are missing or the project changes the number of bedrooms, occupancy, use, or protected area, the local health authority may require additional information or site testing. That question should be answered before the floor plan grows around an assumption.
Check Wetlands Flooding Grade and Site Access
Every Connecticut municipality has an inland wetlands agency. The agency's jurisdiction and the local regulated or upland review area can affect work outside the wetland boundary itself. A mapped resource is a reason to consult the municipal wetlands staff early, not proof that a project is either prohibited or automatically permitted. Connecticut DEEP provides statewide background and municipal contact resources.
For shoreline and low-lying properties, review the current flood map and the municipality's floodplain requirements. The map is only a starting point. Surveyed elevations, existing building conditions, proposed work, and the local floodplain administrator's interpretation may all matter. The FEMA Map Service Center provides the official federal map source.
The site also has ordinary physical limits that can become expensive if overlooked: steep grades, ledge, drainage paths, retaining walls, mature trees, overhead utilities, and access for excavation or material delivery. A design that fits on paper may still require costly site work to construct.
Document the Existing House Honestly
Major renovations depend on the building that is already there. Existing foundations, floor and roof framing, bearing walls, plumbing routes, electrical capacity, heating and cooling systems, moisture conditions, and previous alterations influence what can remain and what must change.
Field measurements and visible conditions support early design, but some facts remain concealed until selective openings or construction. The architect and consultants should identify those limits rather than presenting an old house as more predictable than it is. Where a structural connection or concealed condition is critical, an engineer, contractor, or limited exploratory opening may be appropriate before final documents.
Build an All In Project Budget
Homeowners often use the words construction budget and project budget interchangeably. They are different. The project budget may also need to carry survey and consultant fees, permitting and application costs, septic or utility work, site work, temporary protection, contingencies, and owner-purchased fixtures or finishes.
If the total ceiling is firm, say so at the beginning. The purpose is not to suppress the design. It is to decide where the design effort will matter most. Square footage, structural complexity, excavation, window area, custom millwork, and the amount of existing construction disturbed can have more influence than the style shown in an early rendering.
A contractor cannot provide a reliable fixed price from an undefined idea, but early construction input can still test whether the program and level of complexity are moving in the right direction. Once a viable concept exists, a qualified builder can provide current local knowledge about labor, materials, sequencing, and site logistics. The estimate becomes more dependable as the design and documentation become more complete.
A Recent Sloping Site Example
On a recent feasibility study for a detached studio and pool house on a sloping Fairfield County property, the brief appeared compact: a two-level structure with an upper studio that could later function as a garage and a lower level connected to the pool. The site established the basic architecture before we discussed exterior materials.
A 30-foot side setback, required well clearance, proximity to the existing house, and approximately 11 feet of grade change defined the viable footprint. Instead of treating the slope only as a problem, we studied how each level could meet the ground naturally. The upper level could relate to the driveway while the lower level opened toward the pool. The building could also contribute to the required pool enclosure.
That work did not answer every construction question, and it was not a permit approval. It did show which design directions deserved further development. Without the early site and regulatory review, an attractive concept could easily have been drawn in the wrong place or with the wrong relationship to grade.
Bring the Architect and Builder Together at the Right Time
There is no universal rule that the architect must be called before the builder or the builder before the architect. The sequence should follow the uncertainty in the project. When the basic scope, zoning, or site strategy is unclear, an architectural feasibility review is usually the useful starting point. When the construction budget or schedule is unusually tight, builder input should enter early, once there is enough information to price something meaningful.
The architect defines and coordinates the design, approval, and documentation questions. The builder contributes current construction knowledge and later develops the means, methods, sequence, and price. Early collaboration works best when those responsibilities remain clear.
What a Focused Feasibility Study Should Produce
The scope should match the question. A modest addition may need a short zoning and site review. A complicated property may justify a survey, agency conversations, measured existing conditions, and several concept studies. In either case, the owner should finish the phase with more than an attractive image.
A written summary of the principal zoning, site, and existing-building constraints
A list of records, testing, or consultant information still needed
One or more viable approaches at an appropriate level of detail
A preliminary comparison between the desired program and the stated budget
A clear recommendation for the next phase and the decisions that must precede it
Not every feasibility study needs photorealistic renderings. The most valuable early drawing may be the one that shows the buildable area, the existing constraints, and the reason a particular approach makes sense.
A Practical Order of Operations
Define the outcome. Describe what is not working now, the rooms or uses you need, the all-in budget, and any fixed timing.
Collect available records. Gather surveys, prior drawings, zoning information, septic and well records, photographs, and relevant correspondence.
Screen the property. Review zoning, likely building-code questions, utilities, site conditions, wetlands, and flood information at a preliminary level.
Resolve the controlling unknowns. Obtain a survey, health review, soil testing, agency conversation, structural input, or selective investigation where the answer could change the project.
Develop a limited concept. Test the footprint, circulation, massing, relationship to grade, and connection to the existing house.
Check budget alignment. Ask a qualified contractor or estimator to test the concept when enough information exists to make the feedback useful.
Proceed into design. Advance the selected direction with a clearer understanding of the approvals, consultant work, documentation, and construction decisions ahead.
What to Bring to the First Conversation
You do not need a finished program. A useful first conversation can begin with the property address, a few photographs, the reason for the project, the spaces you believe you need, the amount you are prepared to invest, and any survey or septic records you can locate. It is also helpful to identify what is fixed and what remains flexible. A firm budget with a flexible room list leads to a different study than a fixed program with flexible timing.

If you are uncertain about what the property allows or what configuration makes sense, begin with the architect. Bring a builder into the conversation early when cost, logistics, or schedule will drive the design. Do I Need a Survey Before Meeting an Architect
No. The first conversation and a preliminary record review can happen without one. An addition, detached building, difficult site, or formal land-use submission often requires a current survey or site plan before the design can be located and documented accurately. The architect can help define what survey information is needed so the surveyor receives a useful scope.
Can an Architect Confirm That the Addition Is Allowed
An architect can interpret the available regulations and identify a likely approval path. Final authority rests with the municipality and any reviewing agencies. When a definition or condition controls the project, obtain the appropriate written or formal determination rather than relying only on an informal conversation.
Does an Existing Septic System Prevent an Addition
Not necessarily. The answer depends on the system records, proposed use, bedroom count where applicable, system and reserve-area locations, well separations, and the current health requirements. Review those facts with the local health department or district before assuming either that the system is adequate or that it must be replaced.
How Long Does Feasibility Take
A focused review may take several weeks. Missing surveys, soil testing, agency schedules, structural investigation, or complex options can extend it. The useful measure is whether the study resolves the decisions that would otherwise put the larger design effort at risk.
Does Feasibility Guarantee a Permit or Construction Price
No. Feasibility reduces uncertainty; it does not replace formal approvals, engineering, construction documents, bidding, or concealed-condition investigation. Its value is that the owner enters those later stages with a credible direction and a clear record of the remaining risks.

The strongest additions and renovations rarely begin with more drawing than the project needs. They begin with the right questions. Once the property, approvals, existing house, and budget are understood, the design can become more confident and more specific to the way the family intends to live.
